According to L'Equipe, though, Lyon are under scrutiny by the financial board of Ligue 1 because the American group that acquired the team is facing liquidity problems.

Lyon is in negotiations with the The National Management Control Directorate (referred to as DNCG in France) to establish an economic plan and obtain their approval. Therefore, it seems complicated for Lyon (which is also outside of the Champions League and Europe in general) to present an offer of 25 million for a player whose contract expires in a year while going through a financially challenging period.
