It seems there has been a lot of confusion surrounding the postponement of the Bologna - Milan match.
According to Fabio Ravezzani, the decision is the result of various factors, including the intervention of Bologna’s Mayor Lepore, who issued the ordinance, and Bologna's own uncertainty.

Initially, Bologna indicated they were willing to play against AC Milan at a neutral venue but later withdrew.
Ravezzani harshly criticises both the Lega Calcio and the City Council, pointing out that the political intervention and Bologna’s change of stance have created a "serious precedent" that could destabilise Serie A, as relayed via PianetaMilan.it.
He voiced concerns about the influence this situation might have on future decisions by other mayors, potentially compromising the integrity of the league.
He adds that, although the areas near the stadium are deemed safe and an event like the Motorshow will proceed without issues, the Milan - Bologna match was postponed 'symbolically' raising questions about the legitimacy of the mayor’s intervention.
