The "Ultras File" arrived in Rome yesterday morning: according to Corriere dello Sport, the case contains 12,000 pages compiled by Milan investigators and the Anti-Mafia authority.
The focus is on the connections between Inter and Milan and their respective organized fan groups, which have come under scrutiny for involvement in criminal activities, including a racket that spanned ticket management and parking operations at San Siro.
The federal prosecutor is looking into the personal relationships between players and the leaders of the supporters' sections (phone calls and meetings), as well as the issue of tickets gifted to these groups, such as those distributed for Inter's Champions League final in Istanbul against Manchester City.
It is important to note that neither Inter nor Milan have any registered personnel under investigation.
The sports investigation into the "Double Curvas" case is now officially underway. Federal prosecutor Giuseppe Chiné had already requested access to the case files on October 1.
The work carried out by prosecutors has been meticulous: after the arrests, they continued for weeks with reconstructions, collecting testimonies, and conducting searches. Yesterday morning, a federal task force of eight specialists was formed to study the case file and will proceed with interrogations.
Both Inter and Milan consider themselves victims in this matter but still risk potential sanctions.
The issue falls under Article 25 of the sports justice code, which outlines fines and suspensions for objective liability. In 2017, Andrea Agnelli was fined €100,000 for relationships with ultras, with Juventus receiving an additional €600,000 fine.
A more serious, and currently unlikely, scenario is also possible, however: point deductions in the standings. These could occur if sanctions are imposed based on Article 4 (which mandates loyalty, integrity, and fairness by registered individuals) or Article 6, which holds clubs directly responsible for the actions of their top representatives, such as presidents.
