Milan’s transfer market: The non-EU slots explained

The signing of Andrej Kostic, who returned to Milan yesterday instead of travelling with the squad to Jakarta, has an impact on the rest of the Rossoneri’s transfer market. How? The former Partizan Belgrade striker holds dual Montenegrin and Serbian citizenship, but neither country is part of the European Union. As a result, the 2007-born forward has taken up one of the slots available to the Rossoneri for the registration of non-EU players arriving from abroad.

To understand how much room Milan still have in the transfer market, we need to refer to FIGC Official Communication No. 240/A of 27 May 2026, through which the Italian Football Federation established the criteria for registering non-EU players for the 2026/27 season. The Rossoneri fall under the provisions set out in section A of Communication 240/A, which concerns Serie A clubs that, as of 28 June 2026, had more than two professional players from non-EU or non-EEA countries registered on a permanent basis.

For clubs falling into this category, the FIGC allows a maximum of two new non-EU players arriving from abroad to be registered during the season. The regulations also specify that one of the two must meet certain national-team requirements: the player must have been included in the matchday squad for at least two official matches for his age-group national team in the 12 months preceding the registration request, or for at least five official matches in his career.

Kostic therefore represents the first of the two permitted additions, meaning Milan can register just one more non-EU player arriving from abroad. This distinction is important: non-EU players who are already registered in Italy, for example, a player arriving from another Serie A club, do not take up one of these slots.

There is also a more recent exemption that deserves clarification. Section G of Official Communication No. 240/A states that Serie A clubs can register, in addition to the players covered by the quotas explained above, one British player and one Albanian player arriving from abroad per club. These two potential signings are made “outside the limitations” imposed on ordinary non-EU players.

In summary, following the signing of Kostic, Milan’s situation for the 2026/27 season is therefore as follows: the club can still register one more non-EU player arriving from abroad, such as Dario Osorio, while also having the option of signing one British player and one Albanian player arriving from abroad under the respective exemptions.
