At the Lombardia World Summit 2023, Paolo Scaroni, president of AC Milan, spoke to the media once again about the club's new stadium project. He said these words:

"We anticipate that construction will begin at the end of 2024 or beginning of 2025. We expect the inauguration to take place in 2028 for the 2028-2029 season. There are many Italians who know our country, and when one makes these forecasts in Italy, it's like walking on slippery ground. But this is our plan."

Scaroni then said:

"If we manage to build a stadium in Milan, at the level of the world's top teams, we would bring about a fundamental economic impact. Occasionally, I regret not having been able to convince, especially the Mayor of Milan, Giuseppe Sala, to say to the population: 'I want to equip Milan with the most beautiful stadium in the world without spending a penny.'"

Finally, Scaroni concluded:

"Let's not forget that San Siro was modernised with taxpayers' money. There was a chance for him to say, 'Let's build an amazing stadium and have the two Milan clubs pay for it.' I have never been able to find this kind of language."

On the Growth Decree:

"The only benefit of Italian football is the Growth Decree that allows us to pay foreign players with tax benefits", commented Scaroni. "Every now and then, I hear talks of wanting to remove it, but if we don't have this tax benefit, surely the big players wouldn't come anymore, and the tax revenue would be lower."
