In addition to the appeal by the committees being rejected yesterday by the TAR (Regional Administrative Court), there is another important development regarding the sale of San Siro and the surrounding areas to Milan and Inter: as reported this morning by La Gazzetta dello Sport, the two clubs have reached an agreement with the Municipality of Milan on the price of the stadium and the adjacent zones.
After weeks of tension, the agreement has been reached at 197 million euros—the amount previously determined by the Italian Revenue Agency—with Palazzo Marino (Milan City Hall) agreeing to cover certain costs, such as those related to disposal and environmental remediation.
As for the TAR ruling, it rejected the appeal filed by the "Comitato Sì Meazza" (Yes Meazza Committee), which aimed to annul several public acts, including the resolutions on the public call for the purchase of the Meazza stadium and the opinion of the Heritage Authority (Soprintendenza) regarding the preservation order for San Siro’s second tier, which is set to take effect on November 10. The court stated:
"Based on a preliminary assessment, appropriate for this phase, there are no grounds indicating a reasonable likelihood of success for the appellants. The evaluations expressed in the preliminary opinion of the competent Heritage Authority regarding the requirement of antiquity—70 years since execution—of the second tier do not appear implausible. In fact, they identify the inspection report confirming the completion of the work, the provisional testing dated November 10, 1955—which is the first document attesting to the completion of the works under the main contract—as the reference date for verifying the passage of seventy years since the execution of the works. Furthermore, the required ‘periculum in mora’ (risk in delay) does not appear to be present either, as it was cited in a generic manner, mainly referring to the imminent signing of the sales contract for the Meazza stadium, which in itself does not seem to demonstrate irreparable harm—especially considering that the demolition of the Meazza stadium cannot take place before 2030.”
